General Health Insurance Regulations Became Law
The Bill of Law on Amending the Social Insurance and General Health Insurance Law and Certain Laws , which was accepted by the General Assembly of the Turkish Grand National Assembly (TBMM), brought significant changes in the field of health. With this law, regulations were made in many areas such as participation fees in health services, premium discounts and family medicine practices.
Participation Fees and Premium Discounts
The copayment for outpatient treatment services has been increased to 20 lira.
The disability, old-age and death insurance premium discount that private sector employers will pay to the Social Security Institution (SGK) has now been reduced from 5 points to 4 points.
SGK will have the authority to reduce the copayment by 50 percent for patients referred from family physicians.
The President has the authority to increase the specified contribution up to 10 times.
Support in the Manufacturing Sector
The current 5-point premium support for workers in the manufacturing sector will continue. The President also has the authority to extend the duration of this support from December 31, 2026 to December 31, 2027.Buy vitamins and supplements
Family Medicine Practices
Family physicians will be able to provide services to patients outside of working hours for a fee.
Fees will be charged to family physicians for some reports, such as driver’s license reports. These fees will be transferred to revolving fund accounts.
Insurance principles will be taken into consideration in determining retirement rights and retirement procedures will be carried out based on tax deduction documents for disabled people who were insured before October 2008. All these procedures will be carried out by the Social Security Institution.
Management of Personal Health Data
Public institutions and the private sector will be obliged to report the healthcare personnel they employ and their personnel movements to the Ministry of Health. The processing and security of personal health data will be regulated by regulations to be issued by the Ministry of Health.
Services Offered to Foreigners
With the amendment to the Family Physician Law, health services provided to foreigners are now subject to a fee under certain conditions. Special services such as acupuncture and phytotherapy can only be provided by certified family physicians.
Family physician services will be provided for at least 40 hours per week, excluding emergencies, and will be carried out in accordance with the standards determined by the Ministry. The revenues collected will be deposited into the revolving fund accounts of the provincial health directorate and these revenues can be distributed to family physicians.
General Health Insurance for Foreign Students
Foreign students will be able to become General Health Insurance holders within 3 months from the beginning of the academic year, provided that their registration continues.
International students’ who receive a scholarship will be considered to have General Health insurance for the duration of their scholarship status.
In this context, retirement rights will be re-evaluated when the insured’s work capacity loss rate exceeds a certain level. In addition, orphan pensions can be granted to non-commissioned officers and police candidates.
