Mobile Communications and Legislation 2026: Turkey Extends Deadlines for Foreign Mobile Subscribers
Turkey’s Information and Communication Technologies Authority (BTK) has granted foreign citizens an additional six‑month transition period to verify their mobile numbers, update personal information, and ensure compliance with SIM‑card registration limits. The move delays the previously scheduled mass service restrictions and gives both foreign residents and tourists more time to update their records without risking sudden loss of mobile connectivity.
Key Change: Restrictions Postponed to 2027
Under BTK Decision No. 2026/IK‑THD/186, the enforcement timeline for mobile service restrictions has been pushed forward by exactly six months:
- Initial service restrictions: Postponed from September 5, 2026 → March 5, 2027 (May include blocking outgoing calls and mobile internet.)
- Full line deactivation: Postponed from October 24, 2026 → April 23, 2027
- Cancellation of contracts and resale of numbers: Postponed from December 25, 2026 → June 25, 2027
These changes apply to all major operators — Turkcell, Vodafone, and Turk Telekom — and cover issues such as outdated passport details, residence permit information, and mismatched subscriber data.
SIM Card Limits for Foreign Citizens
The updated framework reinforces Turkey’s ongoing efforts to tighten cybersecurity and reduce the grey market for mobile numbers.
🪪 Foreigners with a residence permit
- May register up to 3 active SIM cards per operator using their foreigner identification number.
🛂 Tourists and non‑residents
- May register 1 SIM card per passport with each operator, subject to the validity period of the tourist tariff.
If Your SIM Card Has Been Restricted
A restricted line is not immediately cancelled. BTK’s rules include grace periods:
- 30‑day window: After receiving an official SMS, subscribers have 30 days to update documents before outgoing services are restricted.
- 90‑day window: After 90 days, the contract may be terminated.
Restoring service may require:
- Biometric verification, increasingly integrated with the Migration Management system (including facial recognition).
- In‑person visit to an official operator store with your passport and residence permit card.
Why BTK Extended the Deadlines
The six‑month postponement is tied to a large‑scale synchronisation project between mobile operators and Turkey’s Migration Management database. Operators need more time to align subscriber records with government systems to avoid widespread service disruptions — especially for services dependent on mobile numbers such as banking apps, SMS authentication, and e‑government access.
What Foreign Residents Should Do Now
- Check which SIM cards are registered under your name.
- Verify that your passport and residence permit information are current.
- Ensure your mobile number is correctly linked to your identification data.
- Confirm how many active SIM cards you have with each operator.
- Follow instructions in any official SMS notification you receive.
- If your line is already restricted, visit an operator store to update documents.
Bottom Line
Foreign residents and tourists in Turkey now have six extra months to update their mobile registration details before new restrictions take effect. While the extension reduces the risk of sudden service loss, subscribers should avoid waiting until the last moment — especially if their documents have changed or their SIM cards were registered using outdated information.
